Glucometers or glucose meters are medical instruments which are used for calculating the concentration of glucose present in the blood stream. People who are affected by diabetes can monitor their blood glucose levels at home and keep their diabetes in check.
A small drop of blood is taken out from fingers, palms, upper arms or calves and placed on a test strip (disposable). The glucometer (glucose monitor) reads this strip and gives out the amount of glucose present in the body (usually in mmol/lt or mg/dl). Achieving normal glucose levels are the main aims of any diabetic. Glucose meters help them in achieving their goals and also reduce the probability of occurrence of diseases like hyper and hypo-glycaemia.There are several glucometers available in the market nowadays. Several of them are stated below:
Avia from Accu-Chek: this device has a wide strip which can help in easy testing. This instrument has a 500 valve memory and can produce the results in approximately five seconds. Its cost is also covered by insurance.

aside from these tools, is there any other tool that can also tell the calculation of glucose cell on a man's body? if there's any, what are those?
This is a nice list. I know you can also test blood glucose with urine, but it isn't as accurate and it's not a good idea if you need to monitor it every day.
